Public Finance

We recognize that community support is vital to successful financings, and that misconceptions and misleading information can derail a project before it begins. We work closely with public entities to diffuse opposition by addressing issues before they become problems, and by ensuring that the public has a realistic understanding of the project and its costs. If opposition does develop, we help governmental units diffuse it with well-presented facts which document the need for the project and its cost.

We have worked with the major underwriting and financial advisory firms doing business in the state and can assist in structuring transactions to satisfy the requirements of rating agencies and bond insurance firms. We also have worked with the regulatory agencies that oversee public finance and often can circumvent the red tape that might otherwise slow a project down.

We have even drafted special legislation that enabled clients to solve specific problems. In short, our Public Finance works in partnership with governmental units to provide reliable and cost-effective methods of financing capital projects.

The Bose McKinney & Evans Public Finance Group has extensive experience in virtually all financing techniques used in Indiana. Our attorneys have represented numerous public entities ranging from sewer and water districts to school corporations to state financing authorities. We work efficiently, even under intense public and media scrutiny, to develop effective financing strategies, and we seek innovative methods to help make the process more effective and less costly.

We have directed the planning and issuance of many types of government obligations, including:

  • School and municipal leasing transactions
  • General obligation bonds
  • Tax anticipation warrants
  • Economic development bonds
  • Regional water and sewage district bonds
  • Solid waste management district bonds
  • Tax increment financing (TIF) bonds
