Kathleen G. Lucas
Profile
Kathleen Lucas is a partner in the Environmental and Administrative Law Group of Bose McKinney & Evans LLP. Her practice is concentrated in environmental law, administrative law and general representation before state and federal agencies. Ms. Lucas was formerly director of legal affairs for Indiana State Department of Health, where she assisted with the transfer of certain programs to the newly created Indiana Department of Environmental Management (IDEM) in the mid-1980s. Prior to that time, she served as a deputy attorney general representing numerous state agencies. She has participated in extensive recodification of environmental, health and administrative laws since 1985. She has served as an expert witness and advisor in state and federal court cases regarding the history of Indiana environmental law, Indiana administrative law procedures, and related issues. Ms. Lucas also serves as trustee for the Evansville Greenway and Remediation Trust, which was created by Order of the United States District Court, Southern District of Indiana, Evansville Division (2004 to present). The Trust was awarded the 2011 National Environmental Excellence Award for Environmental Stewardship.

During her thirty-year legal career, Ms. Lucas has written dozens of articles and given countless presentations to professional groups, manufacturers, health care providers, business and agricultural leaders and educators. Her topics include working with state and federal agencies, environmental regulations, risk management, environmental permits and enforcement, identifying and cleaning up contaminated property, alternative dispute resolution, alcoholic beverage permitting, health and disease management, brownfields redevelopment, hazardous waste, agricultural issues, and various other topics in relation to environmental and administrative law.
