On April 22, 2019, the United States Court of Appeals for the Sixth Circuit issued an opinion that found the City of Saginaw, Michigan’s practice of chalking tires was unconstitutional. The Sixth Circuit does not have jurisdiction over Indiana. Instead the court has jurisdiction over Michigan, Ohio and Kentucky. However, as a federal court, its decisions may have impact on how other courts review the issue.
